I would suggest you take this up with the uCommerce bug reporting forum. I think everyone here would like to help you, but uCommerce is a specific product with it's own bug support forum - I think you'll have more luck over there. You might even get the developers of it on your case.

Look like the user running your website doesn't have write permissions to the file system thus the requirement configuration settings wasn't written to web.config. Does your web.config contain a commerce section?

If that's not the case you can try granting the user running your IIS apppool writes access to the website directory and reinstall uCommerce.

The web.config has modify rights on apppoolidentity however I confirm that web.config does not contain commerce section.

Could you try elevating rights for the apppool identity. uCommerce needs to copy in files to /umbraco/ucommerce and it will modify a number of Umbraco configuration files as well, web.config being just one of them.

Sure I can try that, but I got some priority work on hand now. I have all folders permission setup as specified in umbraco installation guide, does it require permissions other than that?  however I can try giving full permission on all folders and try reinstall. I will update you with the status when I try that.
