Till then you could come up with your own implementation, you should have a closer look at the pipelines in uCommerce. They allow you to overwrite prices and recalculate the whole basket on the fly, e.g. when a user entered some kind of coupon code.
You're in luck: We're wrapping up development on our Marketing Foundation at the moment, which does exactly what you're looking for and then some.
We're not quite ready to show it off yet, but within a couple of weeks we start giving private demos of the Marketing Foundation including our Targeting Engine and Dynamic Pricing Engine.

Of course you can build it yourself with the version available today, but I think you'll want to wait for uCommerce 2.0 when you see what we've got in store for you :)
