Your timing couldn't be better. We haven't announced anything about this yet, but why not take this opportunity to do so :)
We're currently putting the finishing touches on the brand new Security Foundation for uCommerce. What it does is add dynamic role managment to uCommerce. Dynamic role management isn't just an empty marketing term either as it adds roles to your configuration as you add new stores, catalogs, langauges, and even price groups. It goes without saying (but I'm still gonna :)) that it's fully integrated with Umbraco and uses the users configured here.
Users can be configured to have access to specific stores, specifc actions within the stores, and specific data such as languages or specifc price groups. Also order management is security enabled so you can do the distributed order management scenario you mention in your post and have a satelite offices manage orders placed in their own store.
As always Framework First ensures that you can extend our role system and add your own if you develop custom UI pieces for uCommerce.
If you've got more specific requirements please feel free to e-mail them to me as we haven't locked down all the roles yet. It will be the end of the week so don't wait too long if you've got feature requests :)

I have a multi-tenancy app where my client can create additional websites for their satellite offices.
