we have the following scenario:
If there is a second product in the order, the cheaper one should be reduced by 50%.
Is this possible with the discount configurator?

Hmm, I'm not sure if we can OOTB. You might need to implement your own discount reward https://vendr.net/docs/core/2.1.0/umbraco-v9/key-concepts/discount-rules-and-rewards/
Maybe creating a "Discount Cheapest Product" reward or something that looks through the list of matching products for the rule and takes the cheapest one, discounting it by a configured amount.
I think that is going to be your best route.
