Please ellaborate a bit more on how you have setup your Umbraco instance.
What version of Umbraco are you using? What server is it running on? What database are you using? And are you sure the proper permissions have been set?
same issue here... i just installed a fresh instance on my server... gave full permissions... any package i try ti install gives the same error as above- but with my path info ;)
I'm having the same issue - but it doesn't affect all packages. uComponents and uTube work, but FamFamFam doesn't.

They won't load from the umbraco backend they have the message can't find App_Data but other packages, teacommerce, uComponents ect work fine.
What is your problem exactly? Don't you have access to the package repository? And what has that got to do with wether you are using the legacy xml schema or not? :) I'm a bit confused about what you're having issues with...please ellaborate more (and please forgive me if I'm missing something obvious here =)).
If you're trying to install blog4umbraco on a 4.7.1 I think you should take a look at uBlogsy instead since b4u has not been updated to be compatible with the latest versions of Umbraco.
I have upgarded from 4.0.3 to 4.7.1 and all the packages are listed in data/packages/installedpackages.But these packages are not displaying in the backend under developer section in packages.

Can not say what exactly this package did but aparently it either restored or installed something which is needed for Umbraco 4.7.1 to run and what is missing on IIS6 and OS of server.
Then I just copied all files from WebMatrix installation folder to my IIS local server and problem solved.
And one more small thing- for some reason there is a compatability issue with Firefox 8. Admin interface runs great on Chrome and IE8 or better but really clumsy on FF.
I'm also seeing this problem, running umbraco v 4.7.1.1 (Assembly version: 1.0.4393.24044) and attempting to install Courier from the repo causes this App_Data problem:
As it happens, if I download the manual install package and go to Install from local package file, it scans the zipfile ok but, when I accept the licence and click Install Package, I get a YSOD complaining about log4net versions, then the Umbraco interface gets the lock overlay. Any subsequent request to Umbraco, including the Renew attempt to remove the lock overlay gives me the same YSOD:

If I look in my site's bin folder, I can see that log4net is version 1.2.11.0. My Web.config makes no reference to any specific version of log4net, so I can only assume there's a dependency within Courier that is enforcing this requirement.
Once this has occurred, there is no way for me to access my site whatsoever, other than to revert all the changes back to my source control repository's version. Presumably, this means Courier has installed, but has rendered my site inoperable in the process.
I've raised the wider Courier log4net dependency issue in umbraco.zendesk.com, but I'm definitely finding that the App_Data repo-install problem is still an issue.

yeah, and if you download the package from our.umbraco... install local package works just fine... sooooo my guess is an issue with the repo itself???

I managed to fix my issues by changing to a website rather than a vurtual directory in IIS.

Have same issue here uComponents went on fine from repo, but failed on ImageGen + Gecko Uploadify.

Got the same error with installing imagegen from the repo on a 4.7.1. When I install it as a local source. all is swell
Perhaps its a problem with imagegen?

Unfortunately I'm getting the exact same error as Doogie but with the Blog 4 Umbraco package. Is it the same problem as with the other packages?
I tried the FamFamFam icons package to make sure it wasn't a local permissions issue and that one worked fine.
