Contour definitely works on 4.0.3 (I have a site running it), but I'm sure you'll need a certain version and support for it probably stopped at some point.
Per this thread 1.1.9 should work, but I would suggest you take a backup first and try on a dev copy, or confirm with Tim/Umbraco first. Here are some other threads regarding 4.0.3 and another one explaining a potential licensing issue + fix.
Regarding your license query, yes, when you purchase a license you can specify both a production and a development domain.

I have seen that there are packages still availble, but are they supported?
Also can I buy a license and use it on a live site and a test site?
OK - I don't think my ticket went through (and from memory there wasn't a field for an email)
