Lock request time out period exceeded

Dears,

i am facing a lock timeout a lot on the development server , i am using SQL server 2017 and all development team connect to the same db from their local machine but with a local website on their IIS

No one can save, publish content or edit any document types or data types

How can I fix this issue ?
