There had been a 'rogue' usync config file which could not be found in my VS project. Deleting it on my local and implementing a full export seemed to do the job and enabled the dev environment to import successfully.
I've compared like-for-like between prod and dev and there doesnt appear to be any difference between the two .
Normally I would run an Import on the prod site which would pull in from the dev but since this doesnt seem to resolve the issue I wondered if Exporting from Dev was viable. Import from another environment or Export to another environment seems logical.
