new install - "set up your new website" button does not exist

I just completed the initial install.  I go to the website and a page is displayed stating "Looks like there's still work to do" and that I am seeing this page because the website doesn't contain any published content yet.  To get rid of this I need to publish some content and I can do this by -- clicking the "set up your new website" button below.  There is no button below.  How do I get to where I can create and publish content?

You'll need to create a document type and add properties to it.

Then create content based on the new document type.

I'd recommend a 'Home Page' and a 'Text Page' document types to start.

Set the 'Home Page' document type structure to allow 'Text Pages'

After created, start by adding a homepage to the content section and then some 'Text Pages' to under the home.

Not sure how to classify this but, when using Firefox to access the web site the button exists.  Using IE8 I have discovered that when I move my cursor over where the button should be displayed the cursor changes to indicate a clickable link.  In other words the button is not rendered in IE8.
