Package tree empty in backend and Zip Upload broken - v4.0.2.1

I have this older 4.0.2.1 website with some issues in the backend:

* the package section doesn't render any more ? This way it's impossible for me to un/reinstall packages...

* Zip upload broke for no reason ? Whenever I upload even the smallest file i get this server error. Normal media section uploads work perfectly.

Does anyone have any suggestions on probably causes / what to check first?

When looking in fiddler for the requests that load the config tree: it also throws the same error as the zip upload:

http://website.com/umbraco/tree.aspx?rnd=7f8bcedd-9786-4d22-9ac3-a0ad01e038f2&id=-1&treeType=packager&contextMenu=true&isDialog=false&app=developer

in case of zip upload, this is the line of code that throws the error:

HttpPostedFile.SaveAs("network path")
