I created a fresh Umbraco project (4.7.1).
When I try to edit css and javascript files my editor look like this:

Are you 100% sure that your permission settings for network service and iusr are sufficient?
And is the app pool in IIS running integrated mode?

What browser do you use? I already saw before that some backoffice pages could look not 100% correct in IE.
I'm pretty sure about the permissions, this is not my first Umbraco site :)
I use IE 9, but I need to set it to IE 8 mode if I want to use Umbraco, otherwise some pages do not work.
I just checked in Firefox 6 and there it looks much worse (unusable).

Well, permissions can sometimes be tricky even though you're a seasoned developer depending on the setup ;-)
Have you checked the app pool? Is it running integrated mode?
And have you deleted the temp files for client dependency in the app data folder (if there are any).
That's strange. I'm used to using just the FireFox to develop under umbraco and it always seems ok. Have you tried to inspect your site with anything like FireBug or else? Perhaps your installation misses some css files used in the backoffice.
