Is it possible to restrict the media picker to only list files of a certain media type i.e. 'Image' so the user can only select images from the media library?

The default media picker does not support this out of the box.
Maybe you should have a look at the DAMP package here: http://our.umbraco.org/projects/backoffice-extensions/digibiz-advanced-media-picker - It look like it supports this kind of restriction.
