Is there a project that:
has a form that allows a user to sign up for a newsletter
a thankyou page for signing up
another page that allows a user to unsubscribe
a way to download the list of email addresses that have signed up for administrators
If there isn't a project that does this, how would I do it?
... CampaignMonitor, MailChimp, ... All of these email service provider have support for each of your requests..
Also, you may find a couple of packages in the project section that do something similar to your questions.

They do not have all the features, but it might be a good start.
