A little late, but did you ever get this figured out?
Are you by chance running Umbraco in a virtual directory or subdirectory? It should work on a virtual directory/application but it's usually recommended to have it on the root of your site.
We figured this one out...was due to a hotfix having a more recent timestamp than the core Contour package in the repository. It has been resolved so you can install from the repo now. The workaround, in case you need it, is to download the package locally and use Install Local Package from Developer > Packages.
