Yes, the umbraco.config file should have all of your content, that would definitely be a problem if it's empty (assuming you're looking at the right one? Check the path in the web.config on the umbracoContentXml setting).
You can try deleting umbraco.config and visiting your site again, it should recreate it (hopefully with content!). Otherwise you can try to right-click the Content node in your tree and select Republish Entire Site, this will also hopefully regenerate the content in the .config file.
If none of these work work you might also try checking the umbracoLog table in your database to see if you're receiving any errors.
Can you also verify if your permissions have changed? Obviously the site will need write permissions to the umbraco.config file to write the updates.
Problem with old version om umbraco 4,03

I have an old version of umbraco 4.03.
I doesent have any problems until know.
I loog in at the adminpage and it works good
When I update an page it says everything went well but when I look at the page it hasent been updated.
If I look in the preview window I see the updated content , but not on the UI page.
I thing I notice is that umbraco.config is empty.
Can that have somthing to do with the problem ?
