Actually that is a very good question - I think that the difference is that if you mark the "disable user" option then the user dissapears from the view (In version below 4.8) and in version after 4.8+ the user is placed at the bottom with a greyed out text in the user list.
If you just disable umbraco access the user is none of the above but still can't access umbraco it seems.

I have been wondering this myself.
I have created an API user that I purely use to perform API operations and do not want to allow this user to access the back office.
Setting either or these options prevents the user from logging in and I am still able to execute my APIs.
So it would appear that both perform the same task.
