TinyMCE - Insert/Edit Hyperlink popup not showing existing links

I just did a clean install of version 4.8.1 (Win 7 x64, .Net 4.0). I used TinyMCE to add an image, clicked on the image and then clicked the Insert/Edit huperlink button. I was able to add a hyperlink which shows up if you look at the HTML view. However, when you click on the image and then the Insert/Edit hyperlink button again, none of the fields in the popup window are populated with the link information. I published the page and the link on the image worked on the front-end, but it never shows up in the TinyMCE insert link popup. The same behavior occurs when linking on text if there are any HTML tags inside of the tag ( is an example). I did a clean install of 4.5.2 and this is not the case, the insert/edit popup window shows the correct information.

I support a site that was just upgraded to 4.8.1 and they found this issue. I did a clean install to confirm it wasn't something I did during the upgrade (confirmed) but it's an issue for the Content editors I support. I don't think the TinyMCEConfig.config file is the issue cause it doesn't strip out the tag (for example), it just doesn't show the link info in the popup window. I can move the tags out of the hyperlinks but I'm not sure what to do about the tags. Is this a bug in TinyMCE / Umbraco and is there a way of fixing it? Is it fixed in a later version?
