Is there a built in feature that allows resizing of images in 4.5.2 without using a plugin?
I have a section on a website that needs to re-size images to a certain width (without loading a huge image).

Not without a plugin (unless you mean on upload).
Why don't you use the excellent ImageGen http://our.umbraco.org/projects/website-utilities/imagegen ?

I'll have to give that a go. Changing functions for uploading would require more than just XSLT right?

Yes, go with ImageGen, it is super easy to use and performs great.
