As far as I know thats not possible at the moment. I know that you can translate your fields on your document types by adding a # in front of the name and after that go to the dictionary folder an create a dictionary matching the field name. E.g A field name #Body text then you create a dictionary item Body text.
I just try the same for the macro parameter label, but it doesn't work, so it seems not to be possible at the moment.
I can see the question has be asked before, and that time, Tom has created an issue on an old issue track to get it voted up.
Maybe you could try to create an issue on the issue tracker, and maybe your request on adding translatable macro parameter labels will be implemented in one of the new umbraco version.
