And how do you want to control the Content create? You want to limit what type of content? Give us some more info, it's not clear what you're asking for at the moment.
If you are trying to limit what content can be created at the top level, the best way to do this is to create a "site" folder at the top of your tree structure and then go to the user configuration and change their first node to be the site folder. You can then restrict which document types can be created below the site folder. ( where as it's not possible to restrict the document types at the top content level )
As Chris noted above, this cannot be limited on a per user basis. The Root of the site MUST have access to all Document Types in order to for contributors to be able to define nodes for those Doc Types. The best practice is to create the homeapge node (as you indicated in your last post) and from there create all of your sub folder/pages and then set permissions on those nodes.
This should allow you to go to Users > User Persmissions > [User] and set the necessary permissions on a per-node/child node basis. Following this structure also allows you to organize and setup different domains for the site (to support multi-lingual sites etc.)
All permissions for users are setup in the User's section.
If you are trying to change which documents can be created under your content node, this is not possible as all document types can be added under the content node. If you want to restrict a user from creating content in the Content Node you need to change their root node:
