I have set up an Umbraco user with "editor" permissions, but I don't see how they can change their own password. Can they, or can only admins change user passwords?
You need to have access to the Users section in order to change their password. For each user there is a change password link on each profile. Generally you would only want this access for admins.

If you wanted to get into some custom code you could create a dashboard item which changes the current users password.
