Are you using the back-office 'packages' area to locate the package? If it's not showing in there it's likely because there is a 'karma' threshold on items which appear there and the package doesn't meet that criteria. i.e. a package needs to have a certain number of votes to show up in there.
Thanks for the info - I was having the same problem but installed the package as a zip file per your recommendation and it worked perfectly. I was able to copy the suggested configuration from the sample config file to FileSystemProvider.config and after restarting the website it will now upload to my storage blob.
can't find this package in the back office repository
When I search for this package (searching on 'azure' and 'blob'), I can't find it. I'm using Umbraco 7.1.4

You can download the package zip from the main project page here (http://our.umbraco.org/projects/backoffice-extensions/azure-blob-storage-provider) and install it as a local package. Then if it's good, feel free to vote for it and it'll help towards getting it to appear in the back-office package area.
