Not really, no, if I understand correctly, the + button will add one row at a time, and as you say you could have a new layout that was effectively 9 items spread over three rows, but it wouldn't be quite 'the same'.
If your requirement to do this is let editors get started with a grid page, with the three rows in place... then you could look at content blue prints?
Set up your grid rows on a page to be in the best 'starting formation' and then right click the content item, and choose to 'create content template' this will allow you to give this starting point a name, when editors create new content of this type, they will have the option to use the starting point (eg with the grid rows all ready to go) or choose 'blank' to start from scratch.

Can I set a dynamic add row in a layout when creating page content?
Ex.: I define a 3-column layout. When i create content, I add three rows of this layout ( without adding a new layout to the content ).
