Probably not exactly what you were asking, but you can send emails to phone numbers using a special format (depending on service provider) and those emails will be converted into text messages.
The major caveat is that you need to know the provider of the phone number. I suppose you could always send to every possible variation, but then you might get marked as a spammer.
