No, shipping cost is not based on weight. You can set a fixed price for every delivery country/currency pair. You can also set the shipping to no cost when the total price is larger than a selected amount. Eg. see screenshot http://our.umbraco.org/projects/website-utilities/tea-commerce
You can write new providers for payment, which is very easy. We did not plan on doing the same with stock and shipping.
A license will be for one domain with and without www and a test domain. Like this:
shop.com www.shop.com shop.com.local
