I'm a bit confused about the default VAT group that you set for a country. What is it there for?
When you change countries it does not change the VAT group to whatever has been set for the country.
The only reason I can think is that when an order is first created it gets assigned the default country and from that it gets assigned its VAT group. After which it seems to have no relevance.
If that is the case it would probably make sense to just have a default flag on the VAT groups themselves?
The default country's VAT group is correctly used to give the order its initial VAT group. When you change country the VAT group shouldn't change - because its just the default VAT group of the new country and not the required. So you can just listen for when the country changes and then change the VAT group to the country's default VAT group.
Maybe - but you also need to know which VAT group that is default for the country. So we just use that for the default vat group as well through the default country :)
