We are trying to apply discount codes.  Thinking instead of a new line item, code would be faster and easier to manage if it the discount was set to the payment fee.  We don't ever have a payment fee so it would only be used here and would be negative.  Can the payment fee be negative?  If so, this will be a nice way to present it. Then all we would have to do is change the label on the Payment Fee.
