Allow with previous campaigns means that if a previous campaign (defined by the sort order) has been applied, it tells the system if the campaign you look at can also be applied. So if X was applied Y can also be applied.

Can I also confirm the difference between ‘Allow with previous Campaigns’ and ‘Allow Additional Campaigns’?
Is ‘Allow Additional Campaigns’ so that you can limit an Order to have only one Discount applied at any time.
Eg. Discount 1 - 5% Off
Discount 2 – Free Delivery
Discount 3 – 10% Off
You can set Discount 1 and 2 to Allow Additional Campaigns, and an Order can have both applied. 5% discount + Free Delivery.
Discount 3 has Allow Additional Campaigns disabled and so an Order can only ever have 10%.

I can’t find a description of the functionality anywhere.

Allow additional campaigns = false - other campaigns can not be appplied when this campaign is applied.
Campaign A is applied - all other campaigns can't be applied.
Allow with previous campaigns = false - this campaign won't be applied if others have already been applied.
Campaign A is not applied so Campaign B can be applied.
Campaign is applied - Campaign B wont be applied
